Vice-Rector of Culture and University Outreach

Isabel Karely León Pérez holds a degree and a PhD (2003) in English and German Philology from the University of La Laguna. She has been a full professor in the Department of English and German Philology since 2011 and served as Director of the Secretariat for University Outreach and Social Projection in the Vice-Rector's Office for Relations with Society at the University of La Laguna between September 2017 and June 2019.

19. Contracts and acquisitions. Those arising from the functions that, in the area of administrative contracting, the legal system attributes to the contracting authority in procedures relating to supply, service, and works contracts within the scope of its powers and the budgetary appropriations allocated to the Expenditure Units for which it is responsible, up to the amount of fifty thousand euros.

20. Grants and aid. Application for grants and aid related to the Vice-Rector's activities. Grant management.

21. In general, any functions assigned to the Rector in matters of Culture, University Outreach and Social Projection that are not expressly assigned to another body, including the representation of the University of La Laguna, provided that the intervention of the Rector is not required by the nature of said representation.

22. In any case, the signing of agreements on matters pertaining to the Vice-Rector's Office is excluded from this delegation, without prejudice to any express delegations that may be made for specific cases.

Biography

Isabel Karely León Pérez holds a degree and a PhD (2003) in English and German Philology from the University of La Laguna. She has been a full professor in the Department of English and German Philology since 2011 and served as Director of the Office of University Outreach and Social Outreach in the Vice-Rector's Office for Relations with Society at the University of La Laguna from September 2017 to June 2019.

She has taught and coordinated courses supervised by the Department of English and German Philology at the University of La Laguna since 1997 in various undergraduate, master's, and postgraduate programs. She has taught and coordinated courses on English Language in Biomedical Research in various doctoral programs, and English Language and Communication in Biosciences, focusing on the core competencies of preparing scientific publications at the University of La Laguna until 2021.

She has obtained an excellent rating throughout her career according to the Quality Assessment Committee (Docentia calls) of the Vice-Rectorate for Teaching of the University of La Laguna. Since 2010, she has participated in the evaluation of communication skills in the design, experimental phase, and implementation of the Structured Objective Clinical Assessment system of the Faculty of Health Sciences, Medicine Section, in which the University of La Laguna has been one of the pioneering centers in Spain; and in educational innovation projects linked to the Degree in Medicine and the Master's Degree in Tourism Management and Planning. As part of the Medical Education Committee (2009), she participated in the definition and assessment of competencies for medical studies at the University of La Laguna and has coordinated the Departmental Units of Health Sciences and Sciences of the Department of English and German Philology until 2017, a task she will resume in 2023.

With recognition for two six-year research periods (2004-2009 and 2010-2017), she has participated in several projects of the national and international research groups Multidisciplinary Research Group on Contrastive Academic Discourse Analysis and Multilingual Research Group on Scientific Discourse Analysis. She has published studies in the field of Applied English Linguistics on English-Spanish-English intercultural rhetoric, academic and scientific discourse analysis, English for Specific Purposes, and English for Scientific Research and Publishing. Her specialization as a researcher and teacher focuses on analyzing and facilitating the process of promoting scientific production at the international level (English for Research Publication Purposes) for people whose native language is not English (Non-English Speaking Scientists) and who use English as an Additional Language. A member of the Andrés Bello University Institute of Linguistics at the University of La Laguna (INULAB), she has participated in more than thirty international conferences and her most recent project will be the subject of her participation in the international PRISEAL V. Publishing and Presenting Research Internationally: Issues for Speakers of English as an Additional Language, scheduled for September 2023 at our University, with the motto Global Academic Research Publication and Dissemination in Fast-Changing Times, whose journey began precisely at the University of La Laguna in collaboration with the University of Adelaide (Australia) with the seminal PRISEAL I edition of 2007 before others in Poland, Portugal and Iceland, in whose organizing committee she participated and which, with the intervention of specialists from 14 countries, gave rise to the manifesto 'The Tenerife Statement' (2008) in favor of equity in practices and access to participation in forums of maximum impact in research worldwide.
