Vice-Rector of Teaching

José Manuel García Fraga (Santa Cruz de Tenerife, 1964) holds a degree in Chemistry and a PhD in Chemical Sciences (1995) from the University of La Laguna. He has been a professor of Analytical Chemistry in the Department of Chemistry since 1998. He began his teaching career at the ULL in 1991 as a Faculty Assistant. He currently teaches in the Bachelor's Degree in Chemistry and Physics, as well as in the Master's Degree in Chemistry. Within university management, he has been Director of the Department of Analytical Chemistry (2003-2007), Coordinator of Quality and Teaching Innovation at the Faculty of Chemistry (2008-2012), Dean of the Faculty of Chemistry (2012-2014), Vice-Dean of the Chemistry Section of the Faculty of Sciences (2014-2015) and Vice-Rector for Students (2017-2019).

Competencies

1. The preparation of the proposed offering of Bachelor's, Master's and Doctoral degrees.

2. Supervision of all procedures necessary for the verification, modification, monitoring, and accreditation of official qualifications and centers.

3. The evaluation of the quality of teaching.

4. The evaluation of the teaching activity of university professors.

5. The articulation of incentive policies in the area of educational innovation.

6. The call for and resolution of the Teaching Innovation and Quality Improvement Projects.

7. The study of claims concerning the recognition of credits in the study plans.

8. The programming, implementation and monitoring of the University's own degrees.

9. Planning and management of the Continuing Education policy.

10. The programming, development and evaluation of the Training Plan for teaching and research staff.

11. The development and maintenance of the Virtual Campus.

12. The production of digital content.

13. The promotion, management, organization, and coordination of online teaching in coordination with the competent Vice-Rectorates.

14. Those arising from the functions that, in the area of administrative contracting, the legal system attributes to the contracting body in the procedures relating to supply, service and works contracts within the scope of its powers and the budgetary credits allocated in the Expenditure Units for which it is responsible up to the amount of fifty thousand euros.

15. Applications for grants and aid related to the Vice-Rector's activities. Grant management.

16. In general, all functions assigned to the Rector in the areas of Teaching, Teaching Quality, Innovation, Teacher Training and Management of Official Qualifications that are not expressly assigned to another body.

17. In any case, the signing of agreements relating to matters pertaining to the Vice-Rector's Office is excluded from this delegation, without prejudice to any express delegations that may be made for specific cases.

Biography

José Manuel García Fraga (Santa Cruz de Tenerife, 1964) has a degree in Chemical Sciences and a PhD in Chemical Sciences (1995) from the University of La Laguna.

He has been a full professor of Analytical Chemistry in the Department of Chemistry since 1998. He began his teaching career at the ULL in 1991 as a Faculty Assistant. He currently teaches in the Bachelor's Degree in Chemistry and Physics, as well as in the Master's Degree in Chemistry, but has also taught in the Bachelor's Degrees in Pharmacy, Environmental Sciences, and Industrial Chemical Engineering. Within university management, he has served as Director of the Department of Analytical Chemistry (2003-2007), Coordinator of Quality and Teaching Innovation at the Faculty of Chemistry (2008-2012), Dean of the Faculty of Chemistry (2012-2014), Vice-Dean of the Chemistry Section of the Faculty of Sciences (2014-2015), and Vice-Rector for Students (2017-2019).

Likewise, taking into account the responsibilities of the Vice-Rector's Office, it is worth highlighting that he served as a member of the Undergraduate Studies Committee (2012-2019), responsible for studying and submitting to the Governing Council proposals for modifications to undergraduate degrees or proposals for new ones; he served as Academic Director of the Master's Degree in Chemistry (2013-2014); Coordinator of the POAT of the Chemistry Section (2019-2020); and Coordinator of the Final Project (FDP) for the Degree in Chemistry (2013-2023). Regarding institutional assessment and quality, his active participation in the verification, modification, and accreditation of several undergraduate and master's degrees stands out, as well as his participation in the committee that prepared the documentation that led to the Chemistry Eurobachelor Seal for the Degree in Chemistry. In the field of teaching innovation, he has participated in eight teaching innovation projects funded by the ULL and one funded by the Ministry of Education.
