Develop an institutional system at the ULL with the highest levels of transparency, accountability, and participation, in order to improve public decision-making and implement a system of public integrity.

Further streamline bureaucracy and simplify the organization, its own regulations, and procedures, and adapt structures to achieve more agile and rapid management.

Line 4.- Digital University

Develop a digitalization strategy for the ULL that allows for maximum utilization of technology in administrative management and develops data-based institutional intelligence to facilitate decision-making.

Line 5.- Human Resources Strategy

Development of a human resources strategy that strengthens the workforce and enables the full development of the skills required for the efficient performance of their duties, as well as their recognition.

Line 6.- Inter-administrative cooperation

Establish alliances with other administrations that are developing modernization or innovation processes in order to share experiences, projects and results.
